Through the Cyprus Investment Residency Program, non-European investors can acquire permanent residency by purchasing real estate worth at least €300,000.

Holders of the Category F Visa gain the right to live permanently in Cyprus and enjoy numerous additional benefits, including ease of travel across Europe and exemption from tax on worldwide income. Financial Criteria

To qualify, a non-European investor must acquire real-estate property in Cyprus valued at a minimum of €300,000 plus VAT.

Residential Property

  • Purchase one or two new residential units with a combined value of at least €300,000 + VAT.

Commercial Property

  • Investors may alternatively purchase commercial real estate, including offices, shops, hotels, or other business premises, provided the total value meets or exceeds €300,000. Both new and resale properties are eligible.


Conditions for Eligibility

  • Applicants must present a clean criminal-record certificate.

  • Proof of a secure annual income of at least €30,000 originating from sources outside Cyprus (such as employment abroad, pensions, investments, or rental income).

    • The required income increases by €5,000 for each dependent child and by €8,000 for each parent of the main applicant or spouse.

  • The permanent-residence permit remains valid indefinitely, provided the applicant continues to own property of equal or greater value in Cyprus.

  • The holder must visit Cyprus at least once every two years.

  • Holders may not work in Cyprus but can own shares in local companies and receive dividends or income from rental or commercial properties.

  • The applicant’s spouse and minor children (under 18) are also eligible for permanent residence.


Application and Processing

Applications are submitted using Form M.67 to the Civil Registry and Migration Department or to any District Office in Cyprus.

The application must include:

  • A title deed or sales contract for qualifying property (minimum €300,000),

  • Proof of payment for at least €200,000,

  • Supporting documents listed in the official checklist.

Once submitted, Fast-Track applications are typically approved within two months.
